West Virginia

West Virginia is a right-to-work state. The Division of Labor's Contractor Licensing Board handles general contractor and HVAC licensing. Electrical contractors are regulated by the Office of the State Fire Marshal. The Division of Labor also oversees certified plumber and HVAC technician registrations.

Apprenticeship system.

West Virginia is a RAPIDS state — the federal Office of Apprenticeship administers registered apprenticeship programs directly via the Registered Apprenticeship Partners Information Database System. Apprenticeship data is reported to the U.S. Department of Labor at the individual record level.
