The Dept. of Labor, Licensing and Regulation (LLR) oversees two relevant boards: the Contractor's Licensing Board for commercial mechanical and specialty contractors, and the Residential Builders Commission for residential electrical, plumbing, and HVAC work.

Apprenticeship system.

South Carolina is a RAPIDS state — the federal Office of Apprenticeship administers registered apprenticeship programs directly via the Registered Apprenticeship Partners Information Database System. Apprenticeship data is reported to the U.S. Department of Labor at the individual record level.
