Idaho is a right-to-work state. The Division of Occupational and Professional Licenses (DOPL) administers separate boards for electricians, plumbers, and HVAC contractors at the state level. Right-to-work status contributes to lower union density in the state.

Apprenticeship system.

Idaho is a RAPIDS state — the federal Office of Apprenticeship administers registered apprenticeship programs directly via the Registered Apprenticeship Partners Information Database System. Apprenticeship data is reported to the U.S. Department of Labor at the individual record level.
