Apprenticeship system.

Arizona is a State Apprenticeship Agency (SAA) state — it runs its own apprenticeship system separately from the federal RAPIDS database. Rules, reporting, and enforcement happen at the state level. You may see different program standards than a neighboring RAPIDS state.
